In New York City, a property’s violations can come from three different places.

DOB, OATH and HPD violation records
- The Department of Buildings (DOB). Inspectors issue violations when a property or construction does not meet the Construction Codes or the Zoning Resolution. Some become summonses heard at OATH.
- OATH, the city’s hearings office. Its Hearings Division hears ECB cases, from summonses issued by more than 25 city agencies. Missing a hearing can lead to a default decision.
- The Department of Housing Preservation and Development (HPD). It enforces the Housing Maintenance Code and the Multiple Dwelling Law. Violations are classed A (non-hazardous), B (hazardous) or C (immediately hazardous).
Unpaid penalties can follow the property. The Department of Finance collects unpaid OATH penalties, and eligible Department of Buildings judgments can become property tax liens.
Each agency keeps its own records, so one building can look different in each place. Look up a building on the DOB and HPD websites, and call 311 with questions.
