Where New York City tax liens are recorded
- ACRIS, the city register. Deeds, mortgages and other recorded documents for Manhattan, the Bronx, Brooklyn and Queens. Staten Island records go to the Richmond County Clerk.
- State tax warrants. New York State files these with the county clerk and the Department of State. A filed warrant is a lien on the property.
- The tax lien sale. The city can sell unpaid property taxes, water and sewer charges, and some others. A sold lien adds a 5% surcharge, interest and fees. The Department of Finance says it can be a first step toward foreclosure. A one-family home that owes only water and sewer charges cannot have a lien sold.
- City penalty judgments. City agency summonses are heard at OATH, and missing a hearing can lead to a default decision. The Department of Finance collects unpaid penalties, and eligible Department of Buildings judgments can become property tax liens.
- Federal tax liens. The IRS files a Notice of Federal Tax Lien in the county where the property sits.
